Deputy Prime Minister, Minister of Agriculture and Rural Development

Competences

1. directly supervises the Minister’s Political Cabinet;

2. defines the tasks to be performed and supervises their execution in matters covered by the scope of the Department of Communication and Promotion, the Law Department and the Minister’s Office, in particular concerning:

  • coordination of information, communication and promotion activities,
  • informing the public about the Minister’s activities and informing the Management of the Ministry about the public perception of the policy pursued by the Minister,
  • legal and legislation services for the Ministry,
  • Minister’s obligations towards public authorities and government administration;

3. defines the tasks to be performed and supervises their execution in matters covered by the scope of activities of the Real Estate and Rural Infrastructure Department concerning the supervision over the activities of research institutes in the scope of exercising their rights on account of their shares and stocks in capital companies;

4. approves performance of legal activities in the scope of disposal of property, if the provisions of law require such approval, and in particular approves performance of legal activity by a state legal person in the cases and scope laid down in the Act of 16 December 2016 on the Principles of State Property Management (Journal of Laws of 2021, item 1933);

5. performs the tasks of the head of an organisational unit:

  • within the meaning of the Act of 5 August 2010 on the Protection of Classified Information (Journal of Laws of 2019, item 742), to whom the Plenipotentiary for Protection of Classified Information directly reports,
  • within the meaning of the Act of 27 August 2009 on Public Finance (Journal of Laws of 2021, item 305, as amended), to whom the internal auditor heading the Internal Audit Team in the Control and Audit Department directly reports;

​​​​​​​6. performs tasks of the controller within the meaning of Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, and repealing Directive 95/46/EC (General Data Protection Regulation) (OJ L 119, 4.5.2016, p. 1, as amended), to whom the Data Protection Officer directly reports.

Curriculum Vitae

Born in 1956 in Żabianka.

Member of the Polish Sejm of the 5th, 6th, 7th and 8th parliamentary terms. In 1980, he graduated from the Faculty of Mathematics at the University of Warsaw. From 1979 to 1990, he worked as a mathematics teacher at the Agricultural School Complex in Golądków. He served as head of the Winnica municipality in 1990–1998 and 1999–2005. From 19 February to 31 December 1998, he held the position of Voivode of Ciechanów.

In 1999–2002, he was a member of the Mazovian Voivodeship Assembly (elected from the Solidarity Electoral Action list). In 1980–1981, he chaired the works committee of the Solidarity Trade Union at the Agricultural School Complex in Golądków. From 1989 to 1992, he was Chairman of the Winnica Municipality Civic Committee.

From 7 June 2006 to 16 November 2007, he was Secretary of State at the Ministry of Agriculture and Rural Development and government plenipotentiary for the shaping of the agricultural system. On 16 November 2015, he was appointed Minister without Portfolio in Beata Szydło’s government. He also took up the post of Chairman of the Standing Committee of the Council of Ministers.

He served as Minister of the Treasury from September to December 2016. Also in September 2016, he became Vice-Chairman of the Economic Committee of the Council of Ministers. On 11 December 2017, he took up the post of Minister without Portfolio in the newly formed government of Mateusz Morawiecki, and again became chairman of the Standing Committee of the Council of Ministers. Chairman of the Committee on Public Finance from 2019.

He served as Minister of Environment from 9 January 2018 to 15 November 2019. Since 2021, he has been part of Prime Minister Morawiecki’s Council of Political Advisors.

On 26 October 2021, he was appointed by President of the Republic of Poland Andrzej Duda as Deputy Prime Minister, Minister of Agriculture and Rural Development.
