WHAT HIGH PRICE WILL WE PAY FOR OUR RUBBISH?


Waste management is one of the key environmental problems facing not only
Poland, but the whole of Europe. At the first debate during the 4th edition of the TOGETAIR Climate Summit, the invited
guests discussed whether we can still expect higher waste disposal costs
and how to increase the efficiency of waste management without overburdening citizens.

During the discussion, Krzysztof Baczyński, President of the Management Board of EKO-PAK, pointed out that in this term both the
Commission and the European Parliament have rather exhausted their legislative ideas. Nevertheless, according to
Poland has a major legislative challenge ahead of it, as over the course of this term we have had a
waste revolution. He added that we must also remember that what has already been enacted is so
extensive that we will be implementing it as a state for a long time.

Mariusz Dzikuć, Business Development Director at Fortum Power and Heat Poland, emphasised that the policy of
of waste management should focus on increasing efficiency and reducing waste. According to
Dzikuć, everyone who produces waste should be responsible for its management. When asked about
the introduction of a deposit system, he said that this is a good idea, but it needs to be well thought out and
implemented.

Damian Kołakowski, Deputy Director of the Department of Infrastructure and Environment at the GMC, emphasised that
it is important to invest in infrastructure that will allow waste to be managed efficiently.
At the same time, he stressed that the key issue is to educate the public in order to change attitudes and
habits related to waste production and management.

Jakub Tyczkowski, President of the Management Board of Rekopol, stressed that the problem is not waste management itself, but the
the lack of coordination and communication between the various entities involved in the process. In his
opinion, it is important to implement a system that enables integrated waste management.
The implementation of EU directives on waste management is a topic that arouses much
controversy and interest. There are different opinions among experts regarding the impact of the new
regulations on the market. Jakub Tyczkowski, a waste management expert, emphasises that the costs associated with
waste management are increasing, but at the same time we want to collect and sort more and more. Tyczkowski believes that in the
the long term, however, this will be beneficial for the economy as a whole, as we will be
use raw materials that are wasted today, and we need to use virgin raw materials.
Marek Lachowicz draws attention to the problem of reforms that can harm countries and regions. Damian
Kołakowski, representing the Upper Silesian and Zagłębie Metropolis, emphasises that waste management in
Upper Silesia and Zagłębie is particularly complicated and that the implementation of the directives will take time. Z
Urszula Pawlak, Deputy Director of the Department of Waste Management, Emissions and Permits
Integrated Permits, Office of the Marshal of the Mazowieckie Voivodeship – notes that the first steps in terms of
waste management should be taken at the legislative level.

Urszula Pawlak believes that legislation is needed to regulate what can be made of what, what packaging can be
packaging can be created, as well as where it should be disposed of. According to her, then the entire waste management system

use of appropriate materials.

Mariusz Dzikuć points out that waste is the cheapest source of energy, and waste incineration is an
efficient way of processing it. Dzikuć notes that all data on the cost of heat
from waste incineration is publicly available, which makes it possible to compare costs with traditional methods of heat generation
methods of heat generation.
In conclusion, the implementation of EU directives on waste management raises many questions and doubts
doubts. However, in the opinion of experts, it is a step in the right direction which, in the long run
will bring benefits for the entire economy.
