Energy efficiency of buildings is an increasingly topical issue in Poland, where many older
buildings do not meet today’s standards. The limits of efficiency improvement and
thermo-modernisation of buildings was discussed by experts in a debate chaired by Agata Śmieja, President of the
Clean Air Foundation, during the 4th International Climate Summit TOGETAIR 2023.

As Sebastian Juszczak, lawyer for the Polish Association of Property Developers, pointed out, new buildings in Poland
are being built with much more efficient energy technologies, meeting the requirements raised in

  1. Nevertheless, the modernisation of existing buildings is becoming increasingly necessary. As
    he pointed out, two million buildings in Poland are responsible for 50% of emissions, and they are economically inefficient.
    Incidentally, he called for “freedom for primitives” – so that developers have the freedom to get to more
    efficient buildings.

Łukasz Pytlinski, an expert from the Institute of Environmental Economics, drew attention to the problem of building
single-family housing. Around half of all Poles live in single-family buildings, and most of them do not meet the
energy efficiency requirements. Many of these buildings are heated with “fossil fuels” –
outdated coal-fired boilers, cookers, domestic wood and coal heaters and fireplaces.
According to data presented by Łukasz Pytliński, single-family buildings consume more than 10 million
tonnes of coal per year solely for central heating functions. This is a huge amount, which generates massive
emissions and thus negatively impacts air quality.
What are the solutions for older buildings?

As expert Lukasz Pytlinski pointed out, the problem is not only older single-family buildings, but also a whole
mass of older constructions that require modernisation. It is worth remembering, however, that not always
thermo-modernisation is not always the optimal solution. Henryk Borczyk, Vice Chairman of the Management Board of GZM
noted that in the case of old buildings, especially historic ones, other solutions must be sought.
A very important element which can help improve energy efficiency is the use of

Paweł Mirowski, Deputy President of the Management Board, NFOŚiGW emphasised that in Poland there are financial programmes
supporting the modernisation of buildings, such as the “Clean Air” programme, which offers non-refundable grants
for thermo-modernisation and replacement of heat sources. However, as Łukasz Pytliński pointed out, this is still
insufficient. Further action is needed, both by the state and by the building owners themselves.
An important step in improving the energy efficiency of buildings is to educate the public. People
should be aware of what solutions are available and what benefits they bring. Drawing attention to the need for
action to improve the energy efficiency of buildings is extremely important, not only for
economic reasons, but also for environmental reasons.
