He is a graduate and doctoral student of the Faculty of Law at the University of Bialystok. He specializes in construction law. He was an expert of the Housing Council to the Prime Minister, a member of the advisory team to the Minister of Investment and Development and an advisor to the Minister of Agriculture and Rural Development. He is a lecturer and author of numerous scientific publications and commentaries on construction and land use law.

He is an experienced local government employee. He was associated with the District Starosty in Bialystok, and also served as deputy director of the Department of Architecture, as well as advisor to the Mayor of Bialystok on investments co-financed by EU funds.
